Abstract:
In the first article, Rita Haverkamp presents the European perspective of electronic monitoring (EM). Under the direction of Jörg Kinzig, the electronic monitoring of residence in the context of supervision of conduct was evaluated a few years ago on behalf of the Federal Ministry of Justice; he reports on the normative requirements and legal results of the use of the so-called ankle bracelet. Rüdiger Wulf drafted the Baden-Württemberg law on electronic supervision in prisons and accompanied a pilot project. The third article is dedicated to this project. The papers from Taiwan begin with an essay by Yueh-Chung Ma on the intention to introduce electronic monitoring as an alternative to pre-trial detention in Taiwan. Hua-Fu Hsu reports on a survey of people in EM in Taiwan.
Other criminological contributions concern risk factors for recidivism among prisoners from Taiwan (Yung-Lien Lai). Rüdiger Wulf gives an overview of prison law and the prison system in Germany, particularly in Baden-Württemberg. Finally, Jennifer Grafe, a young criminologist from Tübingen, gives a new impulse with her paper on “Queer Criminology”.
