Die Chinapolitik der Europäischen Union. Formulierung, Ausgestaltung und Institutionalisierung im Rahmen europäischer Außenpolitik

Abstract

Die Europäische Union (EU) und die Volksrepublik China sind bestimmende Akteure in den internationalen Beziehungen des 21. Jahrhunderts. Die europäisch-chinesischen Beziehungen haben sich seit den 1970er Jahren stetig entwickelt und die Interdependenz zwischen beiden Akteuren hat eine enorme Dichte erreicht. Gleichzeitig zeigen sich in diesem Beziehungsgeflecht neben der sukzessiven Annäherung auch Konfliktphasen und gegensätzliche Interessen. Aus institutionalistischer Perspektive und im Kontext der Asienpolitik der EU werden in dieser Arbeit die systemischen Besonderheiten der EU, die Rolle ihrer Organe und ihrer Mitgliedstaaten sowie die Bedeutung von Politikbereichen (Handelspolitik, Entwicklungspolitik, Außen- und Sicherheitspolitik) und spezifischen Kooperationsmechanismen untersucht. Dieser umfassende Ansatz erlaubt es, nicht nur die Qualität der europäisch-chinesischen Beziehungen, sondern auch deren Perspektiven zu erfassen.

The European Union (EU) and China are among the major international actors of the 21st century. European-Chinese relations have progressed steadily since the 1970s, so that nowadays interdependence between the EU and China has reached unprecedented levels. At the same time as this relationship has experienced phases of closer mutual alignment, however, it has encountered phases of disagreement and conflicting interests. This work analyses the EU’s China policy from an institutional perspective: the systemic quality of the EU, the role of its institutions and selected mechanisms of interaction. Europe’s approach to China—including its trade and economic dimension, its development and cooperation dimension and its foreign policy and security dimension—is examined within the larger context of the EU’s Asia policy. Such a comprehensive approach reveals the strengths and weaknesses of the EU’s China policy and allows not only the quality, but also the future prospects of European-Chinese relations to be assessed.
