The theory of social work, as is formulated in the general or methodical literature and is recognized by the members of the organizations of social work, defines social work as help and anchors it in a system of societal measures for people in trouble. This theory lacks any empirical validation. A pilot study on the social work of a community in a westfalian town shows that the activity of social workers is drawn out most of all by informations above norm-breaking behavior. The informants are police and justice, which have to adapt deviant people to norms. Social work has this function in the range of middle-deviant behavior. This adaptation is not help, because it is done without the consent with the deviants, but in the interest of the „general society“, which, as an analysis shows, is the interest of a rather small group of society, the dominant stratum. For this, the actions of social workers are very reliable means to stabilize the status quo of the society. |
