Inhaltszusammenfassung:

Zur Untersuchung der Frage, wie sehr und in welcher Form „Kriminalität“ unter welchen gesellschaftlichen Bedingungen in der Öffentlichkeit diskutiert wird, schlagen wir ein theoretisches Modell mit folgenden Eigenschaften vor: Skandalisierung von „Kriminalität“ ist Bestandteil einer (jeweils phasenspezifisch geprägten) Politik der „Arbeitsmoral“. Sie ist eine mögliche Legitimation von sozialem Ausschluß und Ressource in öffentlichen (wie privaten) Moral-Diskursen. In der Geschichte der Bundesrepublik läßt sich eine Polarisierung von Integration und moralisch legitimiertem sozialem Ausschluß feststellen. Im Moral-Diskurs finden wir Übergänge von einer naiven Auffassung von „Kriminalität“ zu einer als „soziales Problem“, schließlich zu einer als „Gefahr für alle“. Das autoritäre Potential dieser ideologischen Entwicklung ist wahrscheinlich latent geblieben, weil sozialer Ausschluß faktisch vor allem a-moralisch (wirtschaftlich) geschehen ist.

Abstract:

A theoretical model comprising the following characteristics is proposed for the analysis of booms and slacks in thè public scandalization of “crime”: Such scandalization is part of a “politics of work-morale”. This has specific forms and contents in different phases of socio-economic development. Scandalization of “crime” is one possible legitimation of social exclusion and a resource in public discourses on morality. In the history of thè FRG we can empirically see an increase in the polarization of integration and legitimated social exclusion. The discourse on morality has used “crime” first in a naive way, then in a definition as a “social problem”, at last as a “danger to thè community”. The authoritarian potential of this ideological development has probably been kept down by the fact that social exclusion has mostly been effected “a-morally”, without a need for legitimation.
